Contents 1History 2Membershipandorganization 3Standardscompliance 4Seealso 5References 6Externallinks History[edit] Agroupofscientistsandengineers,ledbyCharlesDudley,formedASTMin1898toaddressthefrequentrailbreaksaffectingthefast-growingrailroadindustry.Thegroupdevelopedastandardforthesteelusedtofabricaterails.Originallycalledthe"AmericanSocietyforTestingMaterials"in1902,itbecamethe"AmericanSocietyforTestingAndMaterials"in1961.In2001,ASTMofficiallychangeditsnameto“ASTMInternational"andaddedthetagline"StandardsWorldwide".In2014,itchangedthetaglineto"HelpingourWorldWorkbetter".Now,ASTMInternationalhasofficesinBelgium,Canada,China,Peru,andWashington,D.C.[1][2] Membershipandorganization[edit] Membershipintheorganizationisopentoanyonewithaninterestinitsactivities.[3]Standardsaredevelopedwithincommittees,andnewcommitteesareformedasneeded,uponrequestofinterestedmembers.Membershipinmostcommitteesisvoluntaryandisinitiatedbythemember'sownrequest,notbyappointmentnorbyinvitation.Membersareclassifiedasusers,producers,consumers,and"generalinterest".Thelatterincludesacademicsandconsultants.Usersincludeindustryusers,whomaybeproducersinthecontextofothertechnicalcommittees,andend-userssuchasconsumers.Inordertomeettherequirementsofantitrustlaws,producersmustconstitutelessthan50%ofeverycommitteeorsubcommittee,andvotesarelimitedtooneperproducercompany.Becauseoftheserestrictions,therecanbeasubstantialwaiting-listofproducersseekingorganizationalmembershipsonthemorepopularcommittees.Memberscan,however,participatewithoutaformalvoteandtheirinputwillbefullyconsidered. Standardscompliance[edit] ASTMInternationalhasnoroleinrequiringorenforcingcompliancewithitsstandards.Thestandards,however,maybecomemandatorywhenreferencedbyanexternalcontract,corporation,orgovernment.[4] IntheUnitedStates,ASTMstandardshavebeenadopted,byincorporationorbyreference,inmanyfederal,state,andmunicipalgovernmentregulations.TheNationalTechnologyTransferandAdvancementAct,passedin1995,requiresthefederalgovernmenttouseprivatelydevelopedconsensusstandardswheneverpossible.TheActreflectswhathadlongbeenrecommendedasbestpracticewithinthefederalgovernment.
