BWM.2/Circ.62GuidanceonContingencyMeasuresUndertheBWMConvention BWM.2/Circ.62 26July2017   INTERNATIONALCONVENTION FORTHECONTROLANDMANAGEMENTOFSHIPS'BALLASTWATERANDSEDIMENTS,2004   Guidanceon contingencymeasuresundertheBWMConvention   1         TheMarine EnvironmentProtectionCommittee,atitsseventy-firstsession(3to7July2017), approvedGuidanceoncontingencymeasures undertheBWMConventiontosupportshipsandportStatestoapplysoundand practicalmeasuresinsituationswhereashipisunabletomanageitsballastwater asrequired,assetoutintheannex.   2         Member GovernmentsareinvitedtobringthisGuidancetotheattentionofallpartiesconcerned.   ANNEX   GUIDANCEONCONTINGENCY MEASURESUNDERTHEBWMCONVENTION   Definition   1        Contingencymeasuremeansaprocessundertaken onacase-by-casebasisafteradeterminationthatballastwatertobedischarged fromashipisnotcompliant,inordertoallowballastwatertobemanagedsuch thatitdoesnotposeanyunacceptableriskstotheenvironment,humanhealth,property andresources.   Purpose   2        Thegoal ofthisGuidanceistosupportshipsandportStatestoapplysoundandpractical measuresinthecaseofashipunabletomanageballastwaterinaccordancewith itsapprovedBallastWaterManagementplantomeettheD-1orD-2standard,with aviewtoensuringtheprotectionofthemarineenvironmentandship,safetyand minimizinganyimpactsonthecontinuityofportandshipoperations.   Implementationofcontingencymeasures   3         Inthe caseofnon-compliantballastwater,communicationbetweentheshipandtheport Stateshouldoccur.TheshipandtheportStateshouldconsiderthefollowingas possiblecontingencymeasures:   .1      actions predeterminedintheBallastWaterManagementplanoftheship;   .2      discharging ballastwatertoanothershiportoanappropriateshipboardorland-based receptionfacility,ifavailable;   .3      managing theballastwateroraportionofitinaccordancewithamethodacceptableto theportState;   .4      ballast waterexchangecarriedouttoanapprovedplaninaccordancewithregulation B-4tomeetthestandardinregulationD-1.TheshipandtheportStateshould considerthepotentialdisruptiontothecargohandlingoperationplanofthe shipandthepotentialimpacttorelatingpartiesincludingportoperatorsand cargoowners;or   .5      operational actions,suchasmodifyingsailingorballastwaterdischargeschedules, internaltransferofballastwaterortheretentionofballastwateronboard theship.TheportStateandtheshipshouldconsideranysafetyissuesand avoidpossibleunduedelays.   4         Having consideredalloftheoptionsinparagraph3above,theballastwatermaybedischarged intheportoranysuitablearea,asacceptabletotheportState.PortStateconsideration mayincludeenvironmental,safety,operationalandlogisticalimplicationsofallowing ordisallowingthedischarge.Thedischargeofballastwaterissubjecttoanyconditions oftheportState.   Купитьполныйтекстдокументаможнопослеавторизации ЗадополнительнойинформациейобращайтесьвООО"ПланетаОдесса" Тел.+38(048)792-54-36,067-858-9766 email:[email protected] Home
