FinlandsigneduptotheIMOBallastWaterManagementConventionon8September2016.Thispushedthecombinedtonnageofcontractingstatesthathaveratifythetreatytojustoverthemagic35%level,whichmeantthattheconventionwouldformallyenterintoforce12monthslater. Originalconcernsregardingproblemswithinvasivespeciesinship’swaterballastwhereraisedwithIMOinthelate1908s.In1991IMOsMarineEnvironmentProtectionCommittee(MEPC)adoptedtheInternationalGuidelinesforpreventingtheintroductionofunwantedaquaticorganismsandpathogensfromship’sballastwaterandsedimentdischarges(resolutionMEP.60(31)).TheseguildelineswhereformallyadoptedbytheIMOAssemblyresolutionA.774(18)inNovember1993.MEPCwasalsochargedwiththetaskofdevelopingtheseguildelinesintointernationallegalrequirements.
