IntroductiontoBallastWaterManagementConvention AccordingtoIMOestimates,shipscarrysome3billiontonsto5billiontonsofballastwatergloballyeachyear.“TheInternationalConventionfortheControlandManagementofShips’BallastWaterandSediments,2004”(BallastWaterManagementConvention)wasadoptedin2004withtheaimofprotectingthemarineenvironmentfromthetransferofharmfulaquaticorganismsinballastwatercarriedbyships.And,theBWMConventionenteredintoforceon8September2017. ThelatestinformationofratificationstatusoftheConventioncanbeaccessedthrough"Recentratifications"inIMOHomepage:IMO/English/AboutIMO/Conventions/StatusofConventionsthatallowsdownloadingdatasheetofeachcountry. BallastwatermanagementforshipsneedtobemadeinaccordancewiththefollowingStandardsunderthisConvention. (1) Ballastwaterperformancestandard(RegulationD-2) (2) Ballastwaterexchangestandard(RegulationD-1) Finally,shipsshallconductprimarymethodthatHarmfulAquaticOrganismsandPathogensinballastwateraretreatedwithapprovedBallastWaterManagementSystem(BWMS). TopofPage InternationalBallastWaterManagementCertificate(IBWMC) Allshipsof400grosstonnageandabovetowhichtheBWMConventionapplies(includingexistingships,exceptfloatingplatform,FSUsandFPSOs)arerequiredtocarryInternationalBallastWaterManagementCertificate. ThebelowdocumentsaretobekeptonboardnotonlyshipsappliedwithRegulationD-2(ballastwaterperformancestandard)butalsothosewithonlyRegulationD-1(ballastwaterexchangestandard). (1) InternationalBallastWaterManagementCertificate(IBWMC) (2) ApprovedBallastWaterManagementPlan(BWMP) (3) BallastWaterRecordBook(BWRB) ClassNKcarriesoutinitialsurveytoconfirmthatrequireddocumentsandequipmentareprovidedonboard,andissuethecertificate(IBWMC)onbehalfofsomeflagAdministration.Also,priortotheinitialsurvey,itisnecessarythattheonboarddocumentsandreviseddrawingbeapproved;pleasesubmitthemtoClassNKMachineryDepartmentbeforehand.Formoredetailsabouttheabovementionedplans,pleaserefertoClassNKTechnicalInformationNo.TEC-1086.Withregardtothesurveyapplication,pleasesubmitittooursiteofficeinchargeoftheonboardsurvey. TEC-1086 Whereaship,whichoperatesonlyinwatersunderjurisdictionofasinglePartywiththeirpermissionnottocomplywiththeConvention,operatesoutsideoftheareaofwatersasdefinedonasinglevoyage(e.g.foradry-docketc.),anexemptionmaybegrantedfortheshipontheconditionthattheshipperformsballastwaterexchangeinaccordancewithanapprovedBallastWaterManagementPlan.Thedetailscanbefoundinthefollowinglink: BWM.2/Circ.52/Rev.1 TopofPage DuedateforImplementationinstallingBallastWaterManagementSystem Onthe72thsessionoftheMarineEnvironmentProtectionCommittee(MEPC72)whichwasheldinApril2018,regardingtotheapplicationscheduleofRegulationD-2(ballastwaterperformancestandard)intheconvention,theamendmentofRegulationB-3wasadopted.Formoredetailsaboutthescheduleoftheballastwaterdischargestandards,pleaserefertoClassNKTechnicalInformationNo.TEC-1116. TEC-1116 BallastWaterManagementSystemshouldbeapprovedbyAdministrationsinaccordancewithIMOGuidelines(G8/G9)tocomplywiththeRegulationD-2standardoftheConvention.Approval(G8andG9)listofBallastWaterManagementSystemcanbefoundinthefollowinglink: ListofapprovedBallastWaterTreatmentSystem ForshipsengagedinU.S.waters,theInstallationoftheBallastWaterManagementSystemistobeapprovedbyUnitedStatesCoastGuard(USCG).ThelatestinformationoftheapprovalofBallastWaterManagementSystembyUSCGcanbefoundinUSCGHomepage: UnitedStatesCoastGuard SamplingandanalysisattheCommissioningtest CommissioningtesttoverifytheproperoperationofequipmentshallbecarriedoutattheinstallationofanyBWMS.MEPC74hasapprovedadraftamendmenttotheBallastWaterManagementConvention(BWMC)toconductcommissioningtestingsoastodemonstratethroughrepresentativesamplingandindicativeanalysisthataBWMSisworkingproperly,andthisamendmenthasbeenadoptedatMEPC75. Accordingtotheamendments,samplingandanalysisshouldbeconductedatcommissioningtestifthesurveyincludingverificationofBWMSinstallationiscompletedonorafter1June2022. MEPC75furtheradoptedamendmentstoGuidanceforthecommissioningtestingofballastwatermanagementsystems(BWM.2/Circ.70/rev.1). Themajorrevisionpointsarespecifiedbelow. Localambientwatershouldbeusedfortestingregardlessoftheorganismconcentrationsinthewater. Representativesamplesshouldbeanalyzedforthetwosizeclassesoforganisms,namely≥50μm,and≥10μmto<50μm,asspecifiedintheD-2standard,usingindicativeanalysismethods.Analysisformicrobesisnotrequired. Priortotheenteringintoforceofthisamendment,followingflagadministrationsrequiretheearlyimplementationsothatthesamplinganalysistobeconductedinaccordancewiththeirinstructions.
