Thisproposalaimstoenhancethatpotentialbyintroducedanumberoftargetedamendments.Itincludestheprovisionforamorerisk-sensitivetreatmentforsimple,transparentandstandardised(STS)on-balance-sheetsecuritisation,aswellastheremovalofexistingregulatoryconstraintstothesecuritisationofnon-performingexposures(NPEs)embeddedintheframework. ThedraftlawwastabledbytheEuropeanCommissionon24July2020aspartoftheso-called EUCapitalMarketsRecoveryPackage.ItbuildsonreportingundertakenbytheEuropeanBankingAuthority(EBA).TheCounciloftheEuropeanUnionadopteditsgeneralapproachon16October2020.TheEuropeanParliament'srelevantcommitteeadoptedanegotiatingpositionon10November2020,whichwasconfirmedbyplenaryon13November.Aninformalagreementbetweentheco-legislatorsonacompromisetextwasreachedon16December.FollowingformalendorsementbytheCouncilandParliament,theActwassignedon31March2021.ItwaspublishedintheOfficialJournalon6April2021.
