Allegationsofdoubledipping[edit] Sinceonesourceoffundstopayforopenaccessarticlesisthelibrarysubscriptionbudget,ithasbeenproposedthatthereneedstobeadecreaseinthesubscriptioncosttothelibraryinordertoavoid'doubledipping'whereanarticleispaidfortwice–oncethroughsubscriptionfees,andagainthroughanAPC.Forexample,theOpenAccessAuthorsFundoftheUniversityofCalgaryLibrary(2009/09)requiresthat:"Tobeeligibleforfundinginthis[hybridopenaccess]category,thepublishermustplantomake(inthenextsubscriptionyear)reductionstotheinstitutionalsubscriptionpricesbasedonthenumberofopen-accessarticlesinthosejournals."[12]On12November2009,NaturePublishingGroupissuedanewsreleaseonhowopenaccessaffecteditssubscriptionprices.[13] However,universitylibrarieswereunconvincedthatthedecreaseinpriceswasoccurring.[14]AreportonworkcarriedoutbytheUniversityofNottinghamsince2006tointroduceandmanageaninstitutionalopenaccessfundhasbeenpublishedbyStephenPinfieldinLearnedPublishing.[15]Inthisarticle,theauthorcommentsthat:"Aspublishers'incomehasincreasedfromOA[open-access]feesinthehybridmodel,therehasbeenlittleornolet-upinjournalsubscriptioninflation,andonlyasmallminorityofpublishershaveyetcommittedtoadjustingtheirsubscriptionpricesastheyreceiveincreasinglevelsofincomefromOAoptions."By2018,thisparticularproblemwasconsideredsoextremeintheareaofopenaccessbook(asopposedtojournal)publishingthattheAntiDoubleDippingAlliancewasformed.[16] Institutionalresponses[edit] TowardsthestartofHybridOpenAccess,someuniversities,researchcenters,foundations,andgovernmentagenciesdesignatedfundstopaypublicationfees(APCs)offee-basedopenaccessjournals,includinghybrid.However,ascriticismofhybridhasgrown,asubstantialnumberofsuchfunds(40%)willnotreimburseAPCsinhybridjournals,includingHarvardUniversity,CERN,DeutscheForschungsgemeinschaft,ColumbiaUniversityandtheNorwegianResearchCouncil.[3]TheEuropeanCommissionhasalsoannouncedthattheninthframeworkprogram(HorizonEurope)willnotcoverthecostofAPCsinhybridjournals.[17]ScienceEuropehassetupacoalitionofEuropeanresearchfunders(cOAlitionS)whohaveexplicitlyruledoutreimbursingAPCsinhybridjournalsfrom2020withtheexpressaimofdrivingamorerapidtransitiontowardsfullopenaccess(seetransformativejournal).[18] Publishershavearguedagainsttheabovecriticismsandresponses,arguingthathybrid"assuccessfullymeet[s]marketdemandsandfoster[s]growthinopenaccesspublishing."[19] Advantagesanddisadvantagestotheauthor[edit] Anauthorwhowantstopublishinanopen-accessformatisnotlimitedtotherelativelysmallnumberof"full"open-accessjournals,butcanalsochoosefromtheavailablehybridopen-accessjournals,whichincludesjournalspublishedbymanyofthelargestacademicpublishers. Variations[edit] TheAmericanSocietyofPlantBiologistshasadoptedapolicy[21]thatarticlescontributedbysocietymemberstoitsjournal,PlantPhysiology,willbemadeopenaccessimmediatelyonpublicationatnoadditionalcharge.Non-memberauthorscanreceiveOAthroughpaymentof$1,000,butsincemembershipisonly$115/year,[22]itisexpectedthisinitiativewillboostmembership.
