ClassNewsNo.10/2018   17May2018 Statutoryalert:NewguidancerelatingtotheBWMConvention   TheIMO,atMEPC71(July2017),agreedthefollowingsetofoperationalguidancedocumentsanddisseminatedthemascircularsandresolutions: ResolutionMEPC.288(71)-2017Guidelinesforballastwaterexchange(G6) BWM.2/Circ.52/Rev.1–Guidanceonentryorre-entryofshipsintoexclusiveoperationwithinwatersunderthejurisdictionofasingleParty  BWM.2/Circ.62–GuidanceoncontingencymeasuresundertheBWMConvention  BWM.2/Circ.63–ApplicationoftheBWMConventiontoshipsoperatingsolelyinseaareaswhereballastwaterexchangeinaccordancewithregulationB-4.1isnotpossible Advicetoshipownersandshipmanagers ResolutionMEPC.288(71),whichmakeschangestotheballastwaterexchange(G6)guidelines,doesnotnecessitatetherevisionofexistingonboardBWMPlans,because theIMOhasnotrevisedthe‘Guidelinesforballastwatermanagementanddevelopmentofballastwatermanagementplans(G4)’(resolutionMEPC.127(53)).  BWM.2/Circ.52/Rev.1addressessinglevoyageexemptions.WhiletheBWMConventionprovidesforwaiverstorequirementsforshipsoperatingexclusivelyinaspecifiedarea,itdoesnotaddressthesituationforshipsthathavebeengrantedsuchwaivers,butneedtoundertakespecialvoyagesforperiodicdry-dockingrepairormaintenanceabroad,outsideofthespecifiedarea. This circularprovidesguidanceastotheshort-termapplicationoftheConventiontosuchshipsundertakingsuchvoyages.  BWM.2/Circ.62addressesthepossibleactionstobetakenbytheshipwhendischargedballastwaterisfoundnottomeetthenecessarystandard,whichalsorequiresliaisonwiththeauthoritiesinvolved.SeealsoClassNews09/2018. BWM.2/Circ.63clarifiesthatshipsthatdonotyethaveaBallastWaterManagementSystem(BWMS),butareengagedinvoyageswherethereisnosuitableseaareaforBallastWaterExchange(BWE),arenotrequiredtoinstallaBWMSuntilthedatethatashipisrequiredtomeetD-2standards.IftheportStatehasestablishedadesignatedareaforBWE,otherprovisionsapply.Therefore,itisessentialtocontactportStatesontheestablishmentofsuchaBWEseaarea.  Shipownersandshipmanagersareinvitedtobringtheaboveinformationtotheattentionofshipmasters.TheaboveinformationmaybeincludedinthepartoftheshipboardSafetyManagementSystem,butisnotrequiredtobeincorporatedintotheBallastWaterManagementPlanatthisstage.AnupdatedversionoftheLRModelBallastWaterManagementPlancanbefoundhere.    Forfurtherinformation [email protected]–forinformationonimplementation.
