Inrecentdecades,legislativedevelopments,caselawandpolicyinitiativeshaveimprovedmanypeople’slivesandhelpedusbuildingmoreequalandwelcomingsocieties,includingforlesbian,gay,bisexual,trans,non-binary,intersexandqueer(LGBTIQ)people.In2015,theCommissionpresentedthe“ListofActionstoAdvanceLGBTIEquality”,thefirstpolicyframeworkspecificallycombattingdiscriminationagainstLGBTIpeople. Recentresearchalsoshowsthatevenwhengreatersocialacceptanceandsupportforequalrightsispresent,ithasnotalwaystranslatedintoclearimprovementsinLGBTIQpeople’slives.Ina2019survey,theEuropeanUnionAgencyforFundamentalRights(FRA)foundthatdiscriminationongroundsofsexualorientation,genderidentity/expressionandsexcharacteristicswasactuallyincreasingintheEU:43%ofLGBTpeopledeclaredthattheyfeltdiscriminatedagainstin2019,ascomparedto37%in2012.  DiscriminationagainstLGBTIQpeoplepersiststhroughouttheEU.ForseveralLGBTIQpeopleintheEU,itisstillunsafetoshowaffectionpublicly,tobeopenabouttheirsexualorientation,genderidentity,genderexpressionandsexcharacteristics(beitathomeoratwork),tosimplybethemselveswithoutfeelingtobethreatened.AnimportantnumberofLGBTIQpeoplearealsoatriskofpovertyandsocialexclusion.Notallfeelsafetoreportverbalabusesandphysicalviolencetothepolice. TheEuropeanUnionhastobeattheforefrontofeffortstobetterprotectLGBTIQpeople’srights.Therefore,theEuropeanCommissionadoptedon11November2020theLGBTIQEqualityStrategy2020-2025(inallEUlanguages). Thisisthefirst-everCommissionstrategyonLGBTIQequalityanddeliversontheEuropeanCommissionscommitmenttobuildingaUnionofEquality.ItstrivestobuildaUnionwherediversityiscelebratedaspartofourcollectiverichness,whereallpeoplecanbethemselveswithoutriskofdiscrimination,exclusionorviolence. TheStrategymarksanewphaseinoureffortstopromoteequalityforLGBTIQpeoplewhilecontinuingtofocusonpriorityareas.Itsetsoutaseriesofmeasurestostepupaction,tointegrateLGBTIQequalityinallpolicyareasandtohelpliftthevoicesofLGBTIQminorities.ItaimsatbringingtogetherMemberStatesandactorsatalllevelsinacommonendeavourtoaddressLGBTIQdiscriminationmoreeffectivelyby2025.
